Abstract

This study investigates the implementation challenges that affect the successful completion of construction projects at the Department of Public Works, Roads, and Infrastructure (DPWRI) in Limpopo Province, South Africa. Despite the significance of these projects, there has been limited research on specific challenges faced within Limpopo Province, particularly regarding time, cost, quality, and overall satisfaction. Utilising a quantitative research approach, a cross-sectional survey was conducted with construction professionals directly involved in project execution at DPWRI. Selfadministered questionnaires were distributed, and responses were analysed using mean item score and Chi-square analysis. The findings reveal that five primary challenges as lack of experience, financial problems, insufficient use of sustainable materials and technology, poor cash flow, and inadequate site management—ranked highest in affecting construction performance. These challenges significantly impact project outcomes but can be mitigated through the adoption of modern construction methods, timely payments from clients, strict adherence to budgets, the availability of qualified personnel, and the enforcement of relevant policies and procedures. The study concludes with recommendations for appointing contractors based on their expertise and experience in similar projects, as well as advice for contractors to engage qualified professionals and ensure prompt payment upon invoicing.
