Abstract
Description

Although poverty may be most extreme among those without formal sector employment and hence incomes, it also extends to large numbers of wage earners. Thus attempts to alleviate poverty usually emphasize employment generation or increases in real wages, or both. In approaching the problem from a policy perspective, we need to understand the various processes underway as these are important in determining the type of strategies that should be adopted to combat the problem.
