Abstract
A primary justification for the proposed quotas is the claim that 63 000 to 67 000 jobs have been lost over the past three and a half years (and that 1000 jobs are being lost per month)1 and that these losses are directly related to the significant growth in imports from China over this period. Further, it is argued that the imposition of quotas, will not only reverse this decline, but will raise employment in clothing and textiles by 50 000 to 60 000.
