dc.description.abstractThe resettlement programmes in Zimbabwe, Namibia and South Africa aim to provide secure access to natural resources and infrastructure for landless people within rural areas, in order for them to achieve self sufficient livelihoods through the production of agriculture. Resettlement programmes are a development initiative and a component of rural development. In order for the resettlement programme to be a positive component of rural development by contributing to economic development and improving the welfare of the beneficiaries, the correct procedures need to be followed in the planning and implementation stages. The aim of the study is to establish a set of criteria for assessing resettlement programmes. Zimbabwe's resettlement programme is reviewed to assist in the establishment of the criteria. The criteria is used to evaluate the two case studies, namely, resettlement schemes at Garn, in Namibia and on Elandskloof, in South Africa. Guidelines are developed from the criteria to assist in the planning of resettlement programmes. Unless effective planning which takes the socio-economic and biophysical environments of resettlement areas into consideration, the objective of resettlement programmes practicing sustainable resource use, is reduced.
