This dissertation proposes the use of different transmission technology options as demonstrated elsewhere and quality decision making to minimize constraints faced by transmission grid expansion. In contrast to traditional planning that assesses alternative planning solutions by finding a solution with least cost, the proposed methodology considers all conflicting and multiple objectives faced by grid expansion by the use of a multi criteria decision making (MCDM) model. The method further acknowledges uncertainties that are usually ignored. The planning and decision making approach developed in the dissertation is tested with a practical example, by comparison with the literature and in discussions with Ugandan transmission planners. The results consistently indicated that the approach developed would have advantages and improve transmission planning.en_ZA
