dc.description.abstractBy the time that President Thabo Mbeki announced in his State of the Nation address to the South African Parliament on 02 February 2000, that Mitchell's Plain and Khayelitsha in the Western Cape would be the focus of the Presidential Urban Renewal Programme, Mitchell's Plain had been in existence for 25 years. By this time [2000], the Truth and Reconciliation Commission (TRC) had completed most of its work and 'reconciliation' had become probably the most talked-about concept in the country.en_ZA
