Abstract
In Leo Marquard's view, water and power are the two chief economic requirements of the Southern African region ... .This work essays a political understanding of these two chief economic requirements, in the belief that political conflict has its roots in an economic base that consists not only in social classes but also in the particular geographical and technological infrastructural development of a region. For example, the nature of railway development in colonial Africa had long-lasting particular political and economic effects. Similarly, the nature of a hydro-electric scheme has wide implications.
