This research proposes a scheme to accomplish the task of network selection; this is achieved by enhancing existing QoS provisioning approaches. The scheme models the radio access network as a network of queuing nodes. With the model, the link layer QoS statistics of user traffic in each available path through the network is determined. The author postulates that the statistics indicate the QoS capabilities of the network and can therefore be used to select the best network to serve the mobile user.en_ZA
