This thesis focuses on municipal workers from the City of Cape Town's (CCT) electricity department who attend courses at the department's training centre. The starting point of the thesis is a study, which I conducted in 2003, which investigated why workers were not joining Adult Basic Education and Training (ABET) classes. Subsequent to 2003, the number of participants rose substantially. This thesis therefore poses the question: what has motivated previously demotivated workers to join ABET classes? Furthermore, what barriers do they face in undertaking such learning?en_ZA
