    Constraints to the implementation of public private partnerships for hydropower generation : the case of Uganda

    In an environment of constrained public budgets and poor service delivery, private sector participation through Public Private Partnerships is increasingly being utilised as a vehicle to deliver public infrastructure. However, implementation is often problematic with varying degrees of success in different countries and sectors. To overcome a crippling power supply deficit, the government of Uganda is implementing strategies to encourage and incentivise private sector participation in the development of hydropower generation facilities. Notwithstanding the sector reforms and government commitment, private sector investment is still limited and many proposed projects have not materialised.
