Abstract
President Nelson Mandela is, in many respects, the least powerful head of government South
Africa has had for almost half a century. Democratic government has placed restraints on the accumulation of power which Mandela’s age and consensual leadership style have reinforced. Mandela dominates symbols, public affection and deference, but is only one of a strong executive team shaping policy and leadership. The ‘Mandela’presidency is thus both mythical and a myth.
