This paper forms part of the research programme entitled Energy efficiency, equity and environment: Improving access to energy services for the urban poor of South Africa. The paper explores the market and government barriers to the implementation of energy efficiency measures in new, formal low-cost housing in South Africa and offers recommendations to overcome these barriers.
