Restrictions on foreign exchange should be adjusted (liberalised to an extent) in order to harmonise policies between members, as an important part of the regional integration plan, which aims at the creation of a Monetary Union by 2018. The first step taken to examine the collateral effect of this on trade involves the construction of a new index, measuring exchange control restrictiveness (ECRI) across SADC countries over the last 10 years, based on the IMF’s Annual Report on Exchange Arrangements (AREAR).
