- ItemOpen AccessAn analytical tale of the social media discursive enactment of networked everyday resistance during the #feesmustfall social movement in South Africa(2019) Bagui, Laban; Johnston, Kevin; Weimann, PeterSocial media are a space for discussions, debates and deliberations about personality, culture, society, and actual experiences of social actors in South Africa. They offer an unexpected opportunity for the broader consideration and inclusion of community members’ voices in governance decision making and policy processes. They also offer opportunities to engage, mobilise and change people and society in impressive scale, speed and effect: They have mobilising and transformative powers emanating from their interaction with the impetus of the agency of community members seeking better conditions of living. The magnitude of the effects of these powers makes it imperative to have a better understanding of their workings. Social media have been used in numerous social movements as the medium of communication to mobilise, coordinate, and broadcast protests. However, social media were never a guarantee of success as most movements using them did not achieve significant results. Yet, governments in developed and developing countries tend to engage inadequately with social media supported movements. The research problem is that the contribution of social media to the transformation of the social practice of discourse, which causes SSA community members’ agential impetus (collective intentionality for action) to generate a discourse of resistance on social media during social movements, is not well understood. The main research question is: Why are South African community members using social media to enact online discursive resistance during social movements? The aim of the research is to explain, from a critical realism point of view, Sub-Saharan African community members’ emergent usage of social media during social movements, by providing a contextualised social history (a tale) of South African community members’ practice of online discursive enactment of resistance. The emergent usage of social media of concern is conceptualised as “discursive enactment of networked everyday resistance” within a dialectical space of interaction conceptualised as “space of autonomous resistance”; an instance of a communication space allowing for transformative negation to occur. The research follows Bhaskar’s Critical Realism as a philosophical paradigm. Critical Realism seeks to explain phenomena by retroducing (retrospective inference) causal explanations from empirically observable phenomena to the generative mechanisms which caused them. The research was designed as a qualitative, processual and retroductive inquiry based on the Morphogenetic/Morphostasis approach with two phases: an empirical research developing the case of South African community members’ emergent usage of social media during the #feesmustfall social movement, looking for demi-regularities in social media discourse; and a transcendental research reaching into the past to identified significant events, objects and entities which tendencies are responsible for the shape of observed discourse. In the first phase, a case study was developed from data collected on the social media platform Twitter™, documents, and in-depth interviews of South African community members. The data collected were analysed using qualitative content analysis (QCA) and Critical Discourse Analysis (CDA) to unveil demi-regularities; moving from the observable individual strategic orientation of messages to discourses, thus to the tendencies of relational emergent properties of systemic magnitude which structure local discourses and are transformed by them. Then, the social mediainduced morphogenesis or transformation of South African community members’ discursive action was postulated in an analytical history of emergence (or analytical tale) of their usage of social media within a “space of autonomous resistance” during social movements. The findings of the research suggest that South African community members authored 3 discourses of resistance on Twitter™: #feesmustfall discourses of struggle, identity and oppression. They identified as “student qua black-child” stepping into the “Freedom fighter” role against the hegemonic post-apartheid condition curtailing their aspirations. It was found that social media socio-cultural embeddedness and under-design (Western European socio-cultural globalising underpinning features and functional features of the platforms) which interaction with the local socio-cultural mix (postapartheid socio-cultural tendencies for domination/power, spiral of silence, and legitimacy/identification) resulted in misfits and workarounds enhancing individual emotional conflict and aligning towards a socio-cultural opportunistic contingent complementarity integration in the deployment of discourse. That integration was actualised as a mediatization emergent property through asignification/signification of mainstream discourses of liberal democracy, colonial capitalism, national democratic revolution, free and decolonised education, black consciousness and Fallism. That mediatization through re-signification of the struggle for freedom created a communication “space of autonomous resistance” where networked freedom fighters enacted discursive everyday resistance against the hegemonic forces of students’ precariousness. The contribution of the research includes a realist model of social media discursive action (ReMDA); an explanation of South African community members’ deployment of discourse over social media during social movement and telling the tale of the transformation of discursive practices with the advent of social media in South Africa.
- ItemOpen AccessInforming BPM practice in Emergency Units of South African hospitals for improved patient flow(2018) Loriston, Izienne P; Weimann, Peter; Weimann, EddaGlobally, higher healthcare demand strains existing systems, already overburdened by a lack of resources and funding while longer life expectancy and increased disease burden force higher patient loads. A majority of the South African population is medically uninsured and therefore depend on emergency care; consequently, the healthcare service demand easily exceeds available acute care to prevent life threat. When this happens, emergency centres suffer from overcrowding and long patient waiting times, which increases morbidity and mortality, associated patient risk. Moreover, critical resources such as staff and hospital beds are required for an even flow of patients through hospitals, but are distributed inefficiently. The South African healthcare system configuration therefore delays access to and compromises the delivery of equitable, unbiased life-saving healthcare in an environment moreover challenged by economic pressures. This calls for sustainable, cost-effective reform. Therefore, more efficient healthcare can save more lives by improving access to life-saving care. Research on current Healthcare Information Systems (HIS) shows an incoherent knowledge body with conceptual gaps in theories on healthcare, which disengages transformation potential. Comprehensive reform tactics thus require a priori concept discovery and diagnostics to make research practically useful. The systematic use of BPM theories allowed for the qualitative assessment of as-is process activity at patient touch-points at three hospitals – two public and one private – in the Western Cape of South Africa. Because a strategic Information Systems (IS) methodology, Business Process Management (BPM) poses business process activity improvement, this research draws from successful BPM activity as a means to improve patient flow processes in Emergency Centres (ECs). Success is evaluated by drawing from empirically supported enabler categories and prescriptive guidelines because BPM practice is not yet fully understood. The results show a clear correlation between the improvement areas at the three hospitals; improvements on aspects of actions and decisions taken during patient-flow process activity, therefore support a pragmatic approach to reform. The data confirms disparity between public and private healthcare. Healthcare appears to be a “doctor driven” service, which, based on qualitative decision-making, navigates patients along defined flows, enabled by supporting human capital and hospital assets. Optimal patient flow is a product of symbiotic working relationships and depends on efficient integration with wider hospital functions. Shorter waiting times and hospital stays reduce process burden. This leads to more efficient resource usage and regulated access to healthcare. However, integrated healthcare reform must consider the time demands and rigidity of clinical processes. The challenge lies in finding the space to invite parallel business agility to drive the reform of the stricken healthcare industry in South Africa.
- ItemOpen Accessnalysing Change Resistance to an Information Systems-Supported Process in a South African Public Hospital(2019) Foli, Matilda; Weimann, Peter; Weimann, EddaIntroducing technological change to an organization’s normal processes can potentially bring about positive or negative results, depending mostly on the manner in which the change was facilitated and integrated into the organization. However, very little research has been done on information technology (IT) investment among hospitals, its effect on the personnel, as well as how it influences patient care and financial performance. Consequently, little is known about users’ resistance to new technologies and the precedents of technology rejection in healthcare. Therefore, this study seeks to fill the gap of understanding South African hospital staffs’ perceptions towards change, caused by introducing an information system into one of the hospital’s daily processes. Where resistance towards change is identified, the study aims to understand the reasons behind such resistance. Finally, it aims to find appropriate intervention strategies to deal with and minimize resistance. In doing so, the study seeks to contribute to the body of research regarding change resistance to information systems in public South African hospitals. By adopting a descriptive and exploratory interpretivist paradigm, in conjunction with an inductive approach, the study aims to get a better understanding of hospital staffs’ perceptions through shared meaning. The study adopted a case study research strategy, as it affords the researcher the opportunity to participate in the study, and as such contributes to the subjective interpretation of the findings. Data was collected using a mixed method approach, and was used to describe the difference between the current and proposed process. In addition, it was used to explore the reasons for change resistance to information system-supported change, and to explore methods of successfully introducing change to tertiary public hospitals in South Africa. Fourteen participants (7 medical interns and 7 ward clerks) who were directly involved in the process being studied, were interviewed. Two other participants (the head of the pharmacy and the patient flow manager), who were indirectly involved in the process, were interviewed, to verify the observed and mapped process. Interview data was analyzed qualitatively, firstly through coding techniques before using sentiment and thematic analysis. While the mapped process followed Business Process Modelling Notation conventions. In addition to a mapped proposed process, a change resistance conceptual model was developed from a conjunction of the findings and extensive review of literature. The conceptual model asserts that five main factors contribute to change resistance: unclearly defined duties; fear of job security and technology usage; years of service; resource availability and resource mismatch; as well as insufficient training resulting from the lack of a learning culture. These factors can be moderated by: the existing state of affairs referred to as status quo; management involvement; and communication. The conceptual model can be used to better understand the causes of change resistance, as well as how to minimize change resistance and successfully introduce change into a health organization. Change agents should aim to understand the status quo that exists in the organization and find ways of incorporating that into the change process. Furthermore, management should aim to involve and communicate with all affected stakeholders during a change process. This research has provided a better understanding of hospital staffs’ reactions to change, their reasons for resistance, and ways to minimize change resistance while successfully introducing change into a health organization.
- ItemOpen AccessAn organizational framework for the use of web-based tools in ""Virtual"" project teams(2012) Weimann, Peter; Brown, IrwinThe project management of virtual teams differs from that of traditional ones. Traditional project risks like complexity, the uncertainty of factors influencing the project, and the high interdependency of project tasks must be managed alongside changed temporal, geographic, and cultural dimensions. Numerous researchers have investigated the factors influencing the success of virtual teams, but little research has been done to understand how to align technology with team and project tasks. When investigating virtual team technology, mediation should be considered as a central theme, while new web-based project management tools are likely to affect project management processes, particularly for virtual teams. This thesis investigates how virtual project teams should select and use Internet/web-based tools to improve the team's performance and the satisfaction of its members. In the last three years I have observed, questioned, and interviewed 28 project teams with 167 team members in Germany and South Africa. The sampling and analyses of these teams were approached using grounded theory and aimed at developing a resultant theory. The major theoretical contribution of my research is a holistic framework relating the effects on virtual project teams of Internet/web-based tools. The goal of my research was to develop a theory to explain the selection and use of web-based tools by virtual teams operating in different contexts, and to explain and illustrate the consequences of the use of different tool combinations. My results contribute to practice by providing a number of guidelines for management of virtual teams as well as knowledge required by companies wishing to launch projects with virtual teams. Differing performances of teams can in many cases be attributed to such conditions as: limited Internet availability and bandwidth; lack of training for certain tools; the wrong selection and use of tools that are either not integrated/do not support adequate sharing among team members/do not help to manage the tasks and promote transparency about progress made. Definite areas emerged where tool selection and use, or lack of use of appropriate tools, affected performance. My theory also emphasises that besides the project and team context the personal preferences and distance from work of each member are important when selecting and using web-based tools in a distributed work setting. While communication is the heart of project teams, sharing is the soul of project teams that are virtual and use web-based tools. Task awareness is a key influencing the team members' satisfaction.
- ItemOpen AccessThe entanglement of culture, leadership and performance in information systems development projects(2018) Geeling, Sharon; Brown, Irwin; Weimann, PeterInformation systems (IS) development represents a significant area of research interest in the IS discipline. Despite this interest, IS development projects consistently fall short in delivering anticipated outcomes within time, quality and cost constraints. Attempts by researchers to uncover contributors to high failure rates are complicated by fragmented views of the nature of the problem. These range from challenges to the validity of performance reports to contesting the conceptualization of success. Furthermore, there is a tendency in practice to address immediate symptomatic problems of IS project failure rather than resolve the fundamental issues. Consequently, recent measures indicate that 48% of IS projects fail to meet time commitments, 33% exceed their budget, 32% don’t achieve their business objectives and 15% fail outright. This PhD thesis presents research to explore and offer explanatory theory of how culture and leadership are implicated in the performance of IS development projects. Importantly, IS development is positioned as a form of social interaction. Thus, an understanding of the social context and the situated meanings that arise through social interaction are necessary conditions to effectively explore this research topic. Within this context the study reveals the performative nature of IS development work and offers explanations for the actions of organizational leaders and IS technical specialists involved in IS development. An interpretive research paradigm and inductive reasoning were adopted for this research and understanding is developed through a hermeneutic mode of inquiry. Two IS projects responsible for delivering strategic benefit to an organization in the financial services sector are the two cases in this study. Qualitative data were collected through interviews, observation and documentary evidence between January 2017 and June 2017. The nature of the relationships between culture, leadership and performance in the course of IS development work was revealed through two analytical iterations. The first iteration used the theory of Cultural Implications in Information Systems Development as a structural framework to support a thematic analysis of the data. A second iteration used frame analysis as a theoretical foundation to examine the interplay of culture, leadership and performance through a within-case and cross-case analysis of the two cases. Key contributions from this research include the development of a conceptual model explaining cultural implications in IS development, the development of an explanatory theory of the entangled nature of culture and leadership and the performance of IS projects, and 11 propositions that offer a basis for testing the emergent theory in future empirical studies. The findings from the research also reveal the performative nature of IS development work and identify concepts important to organizational managers and IS technical specialists. While the theory emerged in the context of IS development projects and the concepts in the emergent theory are central to the practice of IS development, each could be equally relevant to other IS phenomena where culture, leadership and performance are implicated, such as IS management and offshoring. The grounding of theoretical concepts to empirical data enabled the application of the theory to practice; practical guidelines are offered in respect of the influences of culture and leadership on the performance of IS development projects. This research supports the suitability of the Cultural Dynamics Model as a sensitizing lens for data collection in interpretive studies where culture is implicated.
