- ItemOpen AccessContested governance: police and gang interactions(2017) Kinnes, Irvin; Shearing, Clifford D; Van der Spuy, ElrenaGangs in Cape Town have long been associated with high levels of violence and police efforts on the Cape Flats, while state agencies have not yet been able to bring any significant relief to the affected communities or growing gang structures. It seems the conventional approaches need reconceptualization. This thesis explores a nodal governance approach to the forms and consequences associated with the policing of gangs by police. Developments in governance theory has brought new insights for our understanding of how state and non-state actors relate in and across different networks, and especially within the security governance networks. However, such research has failed to consider how gangs and police interact and regulate each other through their own governance and conflict with one another. In attempts by the police to govern gangs (and by extension the community), a state of contested governance arises between gangs and police nodes of power. This thesis argues that contrary to previous understandings, the organised gangs of Cape Town regulate and impact the way the police police gangs, which in turn affects the way gangs police themselves, and goes on to explore these interactions.
- ItemOpen AccessEnergy transitions: the case of South African electric security(2018) Van Der Merwe, Melani; Shearing, Clifford D; Froestad, JanModern civilizations have evolved to be highly dependent on electrical energy. The exponentially growing renewables market has signaled transitions in electricity sectors that have traditionally been dominated by fossil fuel electricity. Various theoretical debates have recently emerged surrounding the processes of socio-technical transition, focusing on the pathways of transition, the levers for radical change and path-dependencies within these systems. The Multi-Level Perspective on Socio-technical Transitions is one such theory. This perspective views socio-technical change as a factor of interdependent shifts between three analytical levels observed within the system: the socio-technical regime, the socio-technical niche and the landscape. In accordance with this theory, radical change is generally observed as originating at niche level. Irregularities within the dominant regime and landscape pressures allow for niche innovations to break through into the dominant regime in processes of socio-technical transition. Toward understanding actor influences on energy transitions, considerable attention has been paid to actor's impact on governance processes through: patterns of consumption, the shaping of legislation and technical innovations, by socio-technical transitions theories. However less attention has been paid to the ways in which actors in renewable electricity markets are: forming networks toward the establishment of new regimes and governing processes at niche level, and consequently how actor governance has impacted the established perceptions and available pathways for realizing electric security. This thesis, builds on the Multi-Level Perspective, through an exploration of how actors govern socio-technical systems at niche level, paying careful attention to the modalities of power giving and power taking that allow for the development of networks of people and things toward the stabilization of novel socio-technical practices, innovations and developmental trajectories. It does this through a networked analysis of how different actors with different interests cooperate to open up innovative social and technological pathways.
- ItemOpen AccessInsurance and the Anthropocene: like a frog in hot water(2015) Herbstein, Tom Philip; Shearing, Clifford DThis thesis explores the relationship between the commercial insurance industry, global environmental change (GEC) and what Beck (1992; 1999) termed the 'risk society'. In recent decades, there have been growing concerns that many of the risks impacting contemporary society have undergone fundamental changes. Many of these risks are increasingly being linked to the unintended consequences of humankind's remarkable progress in science and technology, and have been described as debounded, given that they so often transcend both geographical and temporal boundaries (Beck 1992). Within the risk society, the commercial insurance industry - which relies on statistical (actuarial) analysis to help it assess and manage its risk exposure - has been described as demarcating the frontier barrier between bounded (i.e. insurable) and debounded (i.e. uninsurable) risk. However, this claim has been a highly contested one, leading to calls for more empirical data to help clarify how commercial insurance is actually responding under conditions of uncertainty. Of all the debounded risks, GEC has emerged as one of the risk society's most recognisable. Now understood to be a result of the anthropogenic emission of greenhouse gasses, particularly since the onset of the industrial revolution, its impacts have risen so sharply in recent decades that it has prompted claims that Earth has moved away from the era of the Holocene and into the Anthropocene (Crutzen 2002). Given that at least 40% of the cost of environmental catastrophes is now borne by commercial insurance, GEC provides an excellent opportunity to gain a deeper understanding of how the industry is responding to debounded risk at the risk society's frontier barrier. Early commentators suggested that the commercial insurance industry would be well motivated to respond proactively to GEC, by taking a more mitigative approach to managing its drivers at both the global and local levels. However, the industry, so far, has been described as more adaptive of its own business activities than mitigative. This raises questions about whether such claims are true across all three of the insurance industry's activities - as risk carriers, risk managers and as investors, why they have responded in such ways, and what implications this has for broadening our understanding of the complex relationship between commercial insurance, debounded risk and the risk society's frontier barrier. To consider these questions, a collective case study was undertaken with a variety of commercial insurance companies, re-insurers, asset managers, clients, brokers, industry associations and regulators across South Africa, Germany, Switzerland, the United Kingdom and Belgium. The research identified how commercial insurers have indeed responded more by adaptation of their business activities than mitigation of the drivers of GEC. This is mainly through the use of defensive underwriting to help them manage their exposure. However, the research extends this analysis by highlighting some of the nuances of the industry's response. This includes its focus on centralisation, the influence of the existing paradigm framing its understanding of risk, and by highlighting the irony that the area of insurers' activities, initially believed to be most suited for responding to GEC (i.e. their investment portfolios), have, in practice, been the area recording the least response. In exploring why this is so, the study draws on understandings of the Anthropocene to argue that commercial insurers are finding their existing risk assessment tools progressively out-dated in a world where risk is no longer as predictable as it once was. This is further compounded by increasingly plural access to the risk society's science and technologies, which, in some instances, are undermining the role commercial insurance plays as society's primary financial risk manager. This raises questions around the role commercial insurance plays in demarcating the risk society's frontier barrier which, ultimately, has far broader implications for why so many of society's institutions are struggling to adapt to risk in the 21st Century.
- ItemOpen AccessJagged blue frontiers: The police and the policing of boundaries in South Africa(2017) Lamb, Guy; Van der Spuy, Elrena; Shearing, Clifford DSocial and territorial boundaries have been fundamental to the approaches and practices of policing bodies in South Africa for centuries, from the mounted colonial paramilitary forces of the 1800s to the 21st century professional police. Boundaries have not only been a central mechanism that the police have consistently used to control and regulate the general population, but have also been catalysts for change in terms of operational policing strategies and tactics. This has typically been the case when a threat has been ascribed to a bounded area and/or populations that reside within the confines of the boundary, or on the other side of the boundary. The nature of the such a threat is considered to be even more severe when communities within the bounded space, or on the other side of the boundary, acquire significant quantities of firearms and ammunition, as this provides such populations with the lethal technology to defy and contest the police's coercive authority and ability to conserve boundaries relating to the maintenance of order and the enforcement of laws. South Africa is a distinctly relevant case study for an examination of the relationship between boundaries and the police as for the past three and a half centuries South Africa's diverse policing history has been profoundly framed by territorial, social and political boundaries. The police and the proto-police have been at the sharp edge of the application of authority by assorted forms of government, and have often acted to safeguard the interests of economic and political elites. That is, the police and formal policing bodies have been required to subdue and suppress groups and individuals that resisted or threatened the process of state building and resource extraction. The police were also regularly deployed to protect the territorial borders of South Africa from menacing others. By means of this historical analysis of South Africa, this thesis introduces a new concept, 'police frontierism', which illuminates the nature of the relationships between the police, policing and boundaries, and can potentially be used for future case study research. It is an alternative way of conceptualising policing, one in which police work is fundamentally framed by social and territorial boundaries. Such boundaries delineate perceived safe or 'civilised' spaces from dangerous or 'uncivilised' ones. The police tend to concentrate their resources in the frontier zone immediately adjacent to the boundary in order to preserve or extend the boundary of safety and 'civilisation', and restrict, subdue or eliminate those individuals, groups or circumstances from the 'uncivilised' spaces that a government authority or elites have deemed to be a threat to order and peace. An essential dynamic of this policing approach is that the boundary and the adjoining frontier zone strongly influence police practices and behaviour in this context. In particular, territorial and social delineations amplify and distort existing police prejudices against those communities on the other side of the boundary. The police often engage in othering, where the communities of interest are viewed negatively, and are predominantly seen as agents of disorder and law breaking. This othering may lead to an intensification of aggressive police behaviour towards the targeted communities.
- ItemOpen AccessModalities of regulation In the informal economy: a study of waste collectors in Cape Town(2015) Timm, Suzall; Shearing, Clifford DA large amount of people in South Africa earn their living from recycling waste on landfills or the streets in cities across the country. Much is written about those operating on landfills, although a few studies focus on those operating on the streets. The latter studies largely focus on the socio-economic conditions and collective organising capacity of these informal sector workers, and their relationships with other actors. Although, these studies provide a useful resource for understanding the nature of their work and the contexts in which it emerges, very little is known about how their work is regulated. With this in mind, this thesis asks the following research question; how are informal activities regulated in the city? Drawing on the idea of non-humans as actors (in Actor Network Theory terms) this thesis argues that informal activities are regulated by hybrid modes of regulation that include human/non-human and formal and informal assemblages. The research was conducted between 2008 and 2014. It made use of qualitative methodologies and approaches, i.e. semi-structured interviews, participant observation, and documentary analysis, as methods of data collection. The findings of the research reveal that informal activities are regulated in the followings ways. Firstly, it shows that objects such as trolleys, carthorses, bakkies and storage facilities are regulators that actively enabled or constrained informal waste activities. Secondly, the findings suggest that these nonhumans play an active role in organising the spaces where informal waste activities are carried out. Finally, the findings show that these nonhumans also play an active role in how informal waste collectors build alliances through assembling hybrid collectives of humans and non-humans in order to mobilise resources. The main finding in this study is that regulation in the urban informal economy is constituted by human/non-human and formal/informal assemblages. Including the non-human in the analysis of regulation in the urban informal economy is important because it contributes to a better understanding of regulation in the urban informal economy. It does so by highlighting that regulation in the urban informal economy is not only based on human social relations consisting of rules, norms, and institutions but is constitutive of assemblages that involve all actors (both human and non-humans).
- ItemOpen AccessResilience and risk in the informal economy: a study in the regulation of flooding(2015) Shale, Moliehi Thuto; Shearing, Clifford D; Börzel, TanjaSmall scale business owners living and operating businesses in flood prone informal settlement areas are amongst the most vulnerable groups of society to climate change and associated risks. The state is unable to provide key goods and services in many of these areas of limited statehood. How these business owners respond to flood hazard in areas of limited statehood is of interest to this research. This research explores the governance processes in informal settlement areas in Cape Town, South Africa. A key concern in this study is what widespread informality means for the lived realities of the poor in environmentally vulnerable communities, particularly informal settlement areas. I explore the flood management strategies available in both the formal and informal sectors and how they are used by the small-scale business. Using a mixed method approach, in two informal settlement areas in Cape Town, I draw out and test factors for comparison with a focus on understanding the determinants of small business owners' choice and use of flood management strategy. The main literary contribution that this study makes is to demonstrate the ways in which civil associations in the informal sector built social capital that is then called upon at times of hazard. These civil associations help the business owners monetarily, but they also have inbuilt social capital which members exploit to respond to hazards other than the ones that the associations were created for. This way, small business owners can count on fellow community members in the face of adversity. I explore the ways that social capital is built in these associations, and how members are encouraged to contribute towards it and help others in times of need. This research helps our understanding of regulations outside of the state, and the governance role of non-state actors to respond to multiple hazards. By interrogating this governance issue in informal settlement areas and amongst low-income owners, I contribute to the growing literature on informality in African cities. The research makes an important contribution to research study whose framing of the state is empirically based, and therefore reflects the reality on the ground in many African cities. Much of the literature on governance in African studies had assumed the idea of a Westphalian state and interrogated the state, its functions and interaction the populace under this framing. Consequently, such research is unable to capture the real nature and governance capabilities of the state and raised more questions that it has been able to answer. Further, this framing of the governance role of the state in African cities obscures the role of non-state governance actors in both the formal and informal sectors. To this end, I conducted interviews with a total of 154 small business owners in Joe Slovo informal settlement in Langa township and Victoria Mxenge informal settlement in Philippi township. The interviews elicited information on business owners' exposure to flooding, their response and the factors that influenced their choice to response mechanism. A survey was also conducted to get demographic data of the business owners in the research sites, other key government officials, academic researchers, and representatives of insurance companies in the formal market. Based on this survey data further variables that could influence the choice of flood management strategy were drawn and tested in further interviews. The findings of the research point to the usefulness of nonstate institutions in the response to flooding in poor communities. The social capital built in to civil associations and its availability to fellow members at times of adversity makes them an adaptive vehicle to respond to numerous other hazards other than the ones that they are intended for.
